You will be responsible for :
acting as the main liaison between the District Facility Services Department (DFS) and internal departments of the Authority to ensure communication is effectively managed;
liaising with relevant Government departments for the management of the entrusted facilities including the underground road;
managing all aspects of district-wide utilities, infrastructure and mixed developments including the integrated basement and communal facilities interfaced with new developments;
reviewing the design of new developments from the perspectives of customer experience, operation, repair and maintenance, cost control, risk management, health and safety, etc.;
reviewing tenant’s fit-out guide and district’s house rules for new developments;
pre-management for taking over new facilities including coordination with project team and consultants, planning of manpower, reviewing site operation manual and procedures, monitoring the implementation programme and takeover process;
preparing annual budget and business plans, controlling the operational and capital expenses of the facilities; preparing tenders and contracts for procurement on purchases and outsourced services;
leading, administering, monitoring and supervising service vendors’ performance and to ensure the facilities are well-maintained and the services provided are up to standard as per contract requirements; and
managing emergency incidents, resolving any incident in timely and effective manner, and recommending and driving continuous improvements.
You should :
possess a recognized university degree in facilities management or equivalent;
have at least 10 years of experience in facilities management, of which at least 5 years at managerial level with on-site experience at commercial developments;
have professional membership of relevant institution such as PMP, HKIH, CIH, RPHM, IFMA, RICS, CFM, HKIE, HKIS, etc.;
have knowledge in statutory regulations, guidelines, code of practice and procedures of new commercial developments;
with experience in coordinating with different internal departments and consultants on design and construction of new commercial development will be an advantage;
be proactive, independent, responsible and a good team player;
able to maintain effective communication with internal and external stakeholders; and
have excellent communication skills in written and spoken English and Chinese; and
be familiar with Building Management System (BMS), Facilities Management System (FMS), Building Information Modelling (BIM) and any other digitalization of building management related systems and it will be an advantage.
