Reporting to the Chief Manager / Senior Manager, Project Procurement and Control, the job holder shall be responsible for overall project control and assisting the Senior Manager in delivering and performing the key responsibilities listed below.
You will be responsible for :
establishing clear and effective procurement strategy and contract management structure for capital works projects;
sourcing, procuring, managing and administering consultancy, works and services contracts, including disputes resolution;
preparing, managing and monitoring cashflow forecast, cost controls, budget plans, progress reports for consultancy, works and services contracts;
exercising effective cost planning and control;
Liaising, communicating, managing stakeholders including representatives of the government and WKCDA’s various departments / divisions;
assisting in formalizing internal governance procedures; and
performing any other duties commensurate with the position of Manager, Project Procurement and Control and perform such services from time to time as WKCDA may reasonably direct.
You should :
possess a recognised university degree in quantity surveying or equivalent, and with a professional membership of relevant institution;
have at least 8 years of cost management and project procurement experience of which 4 years of post-qualification experience;
preferably have experience in government or institutional projects, public infrastructure works with using New Engineering Contract and government entrusted works;
preferably have experience in art and cultural facilities construction, disputes resolution e.g. mediation or arbitration, and managing consultancy contracts; and
be proficient in written and spoken English and Chinese.
