The Department
The Security and Integrity Department (S&I) is responsible for the preservation of integrity by combatting criminality and financial crime risk that can threaten horse racing, betting and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Corporate Security, Racing Security & Integrity Assurance, and Integrity & Financial Crime Risk (FCR) teams.
This role reports to the EPRM and is embedded as a key member of the Emergency Response and Resilience Team within Corporate Security.
This team is responsible for the preparedness of Corporate Security and wider HKJC stakeholders in management of emergency situations (in particular fire, unrest and spectator safety oriented) both on Race Days and non-Race Days. The team also supports within the CS operations platform, in particular with Spectator Management. The team are core members of the Club-wide Fire and Emergency Management Committee and Pandemic Management Committees.
This role supports in each of the key area outlined above, with a particular focus on Training and support to the EPRM with Exercise Planning, SOP writing and Spectator Safety Management.
The Job
You will :
- Training. This role leads the design and delivery of training and training programmes to Corporate Security Front Line Staff, Contractors and Security Control Room Staff in Emergency Response Standard Operating Procedures, both new and as part of the Training Cycle. Also to support in the training and exercising of Fire Wardens and in Fire Drills.
- Exercise Planning . As part of the preparedness of Corporate Security and wider Club stakeholders, supports in the planning and implementing emergency response exercises at various levels with both internal and external (Emergency Services) stakeholders.
- Emergency Response Standard Operating Procedure planning, writing and quality assurance (especially fire). Working with multiple stakeholders across Corporate Security and the Club, support the continuous improvement of the Corporate Security Emergency Response Standard Operating Procedures and their implementation and quality.
- Spectator Management. Support the EPRM in the design, delivery, maintenance and quality control of the Spectator Management programme within Corporate Security for the Hong Kong Jockey Club. To also be part of the Spectator Safety Officer duty roster for Race Days.
- Operations. Support to Race Day Operations as Spectator Safety Officer roster.
- Projects as part of the continuous improvement of the Club’s preparedness. Support in the management of a range of projects (internal and with consultants) as part of the continuous improvement of preparedness.
- Fire and Emergency Management . Support in the management of the team’s responsibilities for Fire and Emergency Management across the Club’s Critical and Non Critical Infrastructure. This includes support in the Club’s Fire and Emergency Management Committee, and working across stakeholders in the implementation of the requirements of the Fire and Emergency Management Standard.
- Relationships. Building and maintaining good relationships both within and outside of Corporate Security and the wider Club. This includes : Emergency Services, Property, Finance, Procurement and IT.
About You
You should have :
A university degree in any disciplineA minimum of four years of experience in security operations and / or actively developing and supporting emergency / resilience programmesProfessional qualification in related disciplines such as CPP.Experience in Racing / Sport / complex security operations and / or Spectator Management nice to have.Knowledge of emergency managementSecurity operations experienceProficiency in both written and spoken English and Cantonese is essential, Mandarin is preferableTerms of Employment
