Responsibilities
1. Cost Estimation and Budgeting :
- Prepare accurate and detailed cost estimates for all restack, churn, new fitout and A&A projects for HKEX's premises
- Assist the external cost consultants to update the project estimate, upon change of project scope
2. Contract Management :
Work with HKEX Central Procurement team to :
review, and negotiate contracts with the service providers; andmonitor contract performance and ensurepliance with contractual obligations.3. Cost Control and Reporting :
Implement cost control measures to monitor project expenditures and identify cost-saving opportunities.Prepare regular financial reports and forecasts for project stakeholders to summarise the highlight of project financials4. Variation order management
Review any variation orders together with the project team and validate the correctness of the claimsPrepare regular report on the variation order and obtain necessary internal approval5. Procurement :
Work with HKEX Central Procurement team and the project team to :
participate the full procurement process for the project consultants and contractors; andconduct detailed evaluations and rmend the mostpetent service provider based on the technical andmercial assessments.6. Documentation and Record Keeping :
Maintain accurate records of project costs, contracts, and correspondencespile a project cost database based on thepleted projects for future projects planning7. Value Engineering :
Enhance project spending efficiency, work with the project team to identify opportunity for value engineering8. Risk Management :
Identify any potential risks associated with the project costs and work with the project team to develop an alternative solution9. Payment Management
Establish the project cashflow forecast with the HKEX Finance team and the project teamEnsure the service providers adhere with the agreed invoice issuance timeframe, and invoicing structures align with contractual termsRequirements :
Degree holder in Quantity Surveying or related disciplineMinimum 15 years related work experience, at least 5 years' experience on supervisory levelPreferably a member of relevant professional organizations, non-member of relevant professional organizations will also be consideredin-house working experience is an advantageGood written, verbal and presentation skills with strong ability tomunicate in English and PutonghuaStrong leadership, well organized and excellent stakeholder managementStrong sense of ownership, business risk,pliance and efficiency improvementStrong vendor management experienceAbility to work independently and drive changeSelf-starter with positive attitude, a strong sense of accountability and able to perform under pressureHKEX ismitted as an Equal Opportunity Employer.
