The Department
The Security and Integrity Department (S&I) is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Corporate Security, Racing Security & Integrity Assurance, and Integrity & Financial Crime Risk (FCR) teams.
The job holder reports to the Executive Manager Corporate Security Operations and Events and is responsible for managing the following areas :
1. Security operations (HK); including Race Day Security Manager.
2. Incident response
3. Support to Cross Border Horse Movement
4. Support to the CRC Racing Scheme 2026
5. Support to Standing Committees and Club wide Strategic Projects.
The Job
You will :
- Security Operations
- Leads the day-to-day security operations and incident response for the purpose of protecting the Club’s employees, customers and physical assets.
- Manages a subsection of the Corporate Security Operations Team.
- Ensures the smooth running of all race meetings and major events through robust security and crowd management planning and execution, and effective monitoring of related risk.
- Acts as Corporate Security Duty Manager or Spectator Safety Manager on Race Days.
- Supports EM CSOE as a member of Director of Racecourse Management’s (DRM) Senior Leadership Team to support a cross functional and joined up approach to Race Days, with a focus on Customer Centricity.
- Builds professional relationships and networks with the Hong Kong Police and other government departments in order to facilitate effective cooperation as well as the exchange of information.
- Coordinates with the Security Resilience Team to ensure risk assessments and effective emergency planning are integrated to operations.
- Coordinates with the Security Systems team to develop and implement the Security Systems Strategy; including input to the development of a technology upgrade roadmap.
- Coordinates with the Security Control Centre to identify, escalate, respond, manage, and report security incidents.
- Coordinates with the Operational Planning & Logistics Team on procurement and vendor management.
- Supports the traffic management planning at Shatin Racecourse and other HKJC facilities effectively and ensures communication and cooperation with other internal stakeholders such as Property, Transport, etc.
- On the ground leadership in CRC for HK based Security Operations Team deployments on designated CRC Race Days (2026 onwards).
- Supports Veterinary Clinical Services in the disposal of dangerous drugs process & management of their captive bolt pistol and ammunition.
- Upskilling the team & process improvement.
- Incident Response
- Support the Critical Incident Management (CIM) and Cross Border Horse Movement (CBHM) convoy tracking and Incident Management process.
- Acts as CIM, and Horse Movement Incident Management Team Functional Duty Representative for S&I.
- Support to Cross Border Horse Movement (CBHM)
- Supports the team to conduct convoy pre-departure security checks.
- Attends CBHM stakeholder meetings and coordinates with stakeholders.
- Support to CRC Racing Scheme 2026
- Supports EM CSOE to coordinate with stakeholders on detailed resource, operational, crowd management and emergency planning for future Race Days.
- Ensures Operations Team will be prepared; including developing SOPs, clear R&R, preparing and delivering training & exercises.
- On the ground leadership in CRC for HK based Security Operations Team deployments on CRC Race Days, including acting as Duty Manager.
- Support to Standing Committees and Club Wide Strategic Projects
- Acts as Security SME to support DEM CSOE to provide in-house security consultancy to support stakeholders and project teams for all aspects of security inputs to projects including RBRIT, SP14a, Penfold Park and others as required.
- Others
- Ensures compliance with Responsible Gambling Policy and all stipulated legal requirements pertaining to wagering, thereby protecting the integrity of the Club’s business.
- Undertakes other duties as assigned by DEM CSOE.
About You
You should have :
A university degree in any discipline is preferred.Proven leadership experience in either a law enforcement or private security capacity with experience of interacting in private and public sector organizations at a senior management level.Applicable industry certification or qualification CPP Certified Protection Professional, ASIS International) an advantage.Be computer literate and proficient in Microsoft Office applications Words, Excel, and PowerPoint).Proficiency in both written and spoken English and Cantonese, with spoken Mandarin an advantage.Proven personal and professional integrity.Ability to produce well written reports that can be presented at the most senior management level of the organisationTerms of Employment
