Assistant Technical Manager, IT Solutions

The Department

The IT Digital & Channels Solutions Department is responsible for the overall management and delivery of high performance, reliable and secure Wagering product distribution channels including Web. Mobile, Retail, Telebet, Kiosk, Selling Terminals and Devices.

In addition, the team delivers high performance, reliable and secure Channel distribution systems connecting to Pari-mutuel and Fixed Odds Wagering Systems.

The department is also responsible for delivery of application solutions for the Membership & Hospitality portfolios

The Job

Prepare and deliver business requirements and system requirement specifications. Ensure the review and signoff within the agreed timeline and budget.

Ensure functional and non-functional requirements are complete and clear. Review and clarify requirements with various stakeholders including business and IT stakeholders.

Work with architecture and application development teams members to ensure a clear understanding of the requirements and decompose them into modular requirements that can be rapidly delivered to the business and users

Ensure ownership and traceability of business requirements and functional specifications throughout the project lifecycle

Coordinate the preparation of the project proposal, including effort and cost estimates as well as project timelines, to support funding approval for business and IT initiatives

Assist in ensuring that teams use best practice requirements management tools and techniques and help drive the adoption and continual improvement of these processes and tools

Conduct and support development test, system assurance test and user acceptance test.

Prepare training documents and facilitate training arrangements

Work closely with the Product Owner when the project is delivered in Agile ways of working. As such the position should be able to write a Product backlog with a set of Epics, User Stories and Tasks in our Atlassian suite of products, work closely with the Product Owner to prioritise the User stories and groom them with the Agile Teams and support the Product Owner during the Agile delivery supporting the team during the Agile ceremonies and each Sprint Planning, grooming and review.

About You

• University degree in Computer Science or Business or equivalent
• With at least 5 year of relevant experience in user requirement gathering and elicitation with emphasis on mobile and web applications
• Excellent interpersonal, communication, presentation and analytical skills
• Strong capability in problem determination, diagnosis and problem solving
• Ability to build strong working relationships with internal IT & business managers, and must be a team player
• Ability to develop effective business relationships and build consensus
• Strong communications skills in English both written and verbal
• Good command of spoken and Cantonese and Putonghua
• Strong business analysis skills - critical thinking, analytical skills, problem solving, pragmatic and think out of the box.
• Good knowledge of software development life cycle and methodologies in particular waterfall and agile practices and be able to adapt the requirements and analysis practices to these different models
• Sprint Planning and user story grooming, manage product backlog, BDD.
• Leadership skills - be able to lead discussion as well as project tasks delivery.
• Good knowledge of mobile and web related technologies
• Strong domain knowledge of Racing, Football, Lottery as well as familiarity with Club’s Betting Mobile Apps, Web page preferred
• Proficiency in using business analysis tools, requirement repository tools, process mapping tools (Visio, Miro) and other project delivery tools such as Jira, Confluence, Serena, etc.
• Knowledge of UML, in particular Use Cases
• CBAP or equivalent certification would be an advantage
• Agile Certification (preferably as a Product Owner)
• Proficiency in Microsoft Office, Word and Excel
• Possess a professional attitude – be self-motivated, work independently, work under pressure, multi-task, be a team player, be dynamic.
