Role Introduction

Reports To :  Head of Group Security

Prevent relevant risks and vulnerabilities as early as possible.

Provide the department and other functions of the airline group with timely and clearly security information and assessment of any new or evolving threats that are relevant to our operations, people, premises and assets.

Develop and implement data-driven security risk management to meet the departmental strategies and goals by producing data sets, report and analytics across a variety of security matters.

Responsible for implementing, administering and maintaining the Security Quality Assurance programme across the network.

Responsible for overseeing supplier management and security service provider contracts to ensure security requirements are met and are cost effective.

Work closely together with Security Regulatory & Security Programme and Operations team to drive security excellence and reduce risk across the airline group network

Key Responsibilities

  • Identify and evaluate any related issues that could pose security risks to the operations of airline group.
  • Support the Head of Group Security to analyse and conduct security risk assessment.
  • Manage and assess all security incidents and complaints reported in RR SMS Solution (AQD).
  • Investigate security related incidents to identify and remove root causes and to prevent reoccurrence.
  • Provide accurate reports and statistics to support airline group management decisions on protection of the airline group staff, premises and assets (in particular for the benefit of the Airline Safety Review Committee and Airline Security Action Group).
  • Assist Head of Group Security to adequately collect, process, analyse and disseminate any security intelligence that is relevant to the airline operations.
  • Maintain knowledge on all demographic, political and social issues / changes that may affect the airline group operations within the network.
  • Assist the Head of Group Security to disseminate information / intelligence to group users in a timely and succinct manner.
  • Manage and plan a network-wide oversight Security Assurance Programme for all security functions to meet Security Management System objectives.
  • Work with Airport Operations Managers (AOMs) for Quality Control and implementation of CMI programme.
  • Ongoing monitoring of CX Security Quality Assurance Programme and recommending appropriate security solutions to address any non- compliance / conformance activities.
  • Collate and analyse all quality assurance and quality control activities network wide for the information of management to assist in decision-making.
  • Ensure security services supplied to airline ground, by third parties, system wide are cost effective, of a high standard and covered by appropriate contracts.
  • Manage and maintain security contracts network-wide, include records and statistics of regulatory findings / observations and quality issues in relation to individual security contracts.
  • Establish security service requirements with outport AOMs and Procurement & Aircraft Treading Department (APD).
  • Work closely with APD and AOMs to ensure the security requirements and relevant clauses are documented in the relevant contracts and addendums.
  • Assist AOMs and APD with the RFP and supplier pre-assessment when selection of security service providers are required.
  • Support Head of Group Security to ensure the airline group building premises and its assets are adequately protected.
  • Conduct quality assurance activities and vulnerability assessments on airline group building premises to ensure established measures are fit for purposes.
  • Conduct security audits and vulnerability assessments on airline group online ports to maintain operational security quality and make appropriate recommendations to rectify any deficiencies detected.
  • Conduct security trainings / briefings for new crew, new Inflight Service Managers, SCCMs and other staff groups as required.
  • Work closely with operational departments to ensure security procedures and standards are consistently and effectively complied.
  • Provide advice and guidance to internal and external stakeholders regarding security practices and risk mitigations.
  • Actively seek opportunities to introduce international best practice, continuous improvement and promote security awareness.
  • Review and update Policy Procedure and Operations Manual (PPOM) and ensure it is align with airline group Security Management System;
  • Assist the Head of Group Security to review and update crisis contingency plans and attend Crisis Response Centre under crisis situation when required.
  • Undertake projects as directed by Head of Group Security.

Requirements

  • A university degree with minimum 5 years aviation security experience at which 3 years at a managerial position, or HKALE / HKDSE (Form 7) standard, with minimum 8 years aviation security experience with at least 5 years at a managerial position.
  • Good working knowledge of corporate security practices and global regulatory security requirements.
  • Sound knowledge of operational security risks associated with the airline group network.
  • Good understanding of airline security risk management practice.
  • Sound knowledge in CX’s RR SMS Solution (AQD) system
  • Experience in audit process and delivery of security programmes
  • Available 24 / 7 to respond to urgent security incidents.
  • Flexible and able to travel at short notice.
  • Strong leadership, problem solving and decision making skills.
  • Ability to interact and influence people at all levels and in many circumstances with differing cultural background; and
  • Effective communication skills, proven command of spoken and written English and Chinese.
  • Good IT skills, particularly with Excel, database programmes, and internet search engines.
