The Strategic Procurement is responsible for the management of a wide range of purchasing activities which help to sustain the Club's daily operations and major community development projects.
The Job
Responsible for demand planning of the C&M sub categories for Charities and Community Division across the entire business and ensure Procurement’s early involvement :
- Conduct demand planning on a regular basis for the sub categories for Charities and Community Division within C&M, drive actions associated with spend analysis and ensure appropriate category knowledge and data are maintained, incorporated into the strategies, and shared
- Manage demand and ensure sub-category plan for Charities and Community Division to meet project requirements
- Regularly update all internal stakeholders with Software progress in a structured format
- Proactively manage internal stakeholder to ensure full value is driven from strategic procurement & category management-related activities
Develop and implement sub category and procurement plans which ensures supply availability, meets quality standards, and delivers best value to the Charities and Community Division :
Identify potential targets for opportunity improvements and deliver year-on-year benefits for for Charities and Community DivisionDefine sub-categories strategies and objectives considering Charities and Community Division’s targetProactively engage with key stakeholders to develop, communicate and obtain support for innovative and rigorous procurement and category management strategiesDevelop sub-category and procurement plan through dynamic analysis of cost structures, supplier research, market indicators and expenditure opportunitiesUpdate sub-category plan and procurement strategies to reflect changes in the Charities and Community Division’s needs, industry, business environment and / or other factorsMonitor market intelligence and sourcing opportunities to ensure the Charities and Community Division’s future growth needs are supported :
Monitor the market constantly and search out new goods, services and the latest technology most compatible with user requirements and the Club standardsCheck regional / global sourcing possibilities regularly and benchmark with negotiated prices;Develop sourcing strategies to identify new market trends to expand / consolidate current supply base to support future needsMaintain knowledge database of supplier’s markets, capabilities and technologyGuide junior team members on spend analysis, market research and sourcing activitiesExecute strategic initiatives / supplier strategies (sourcing / tendering, etc.) for the Charities and Community Division :
Formulate appropriate procurement strategies for major purchases and conduct regular reviews with budget holdersParticipate in major projects, arrange purchases, support supplier negotiations, contracts, TerminationsManage and oversee daily procurement activities and ensure that the Charities and Community Division obtain the best possible terms in all aspects within established guidelinesSupervise a team of staff to ensure departmental objectives are achievedDevelop and maintain strong supplier relationships that make the Charities and Community Division a customer of choice :
Develop and manage strategic relationships with an optimum number of suppliersIntroduce key performance measures for selected supply categories and assessment tools to measure continuous improvementEnsure category continuous improvement practices include compliance, cost, delivery, and quality, uptime / system availability, safety, maintainability and sustainabilityRegularly review the supply marketplace for Charities and Community DivisionImplement a formal feedback loop to ensure suppliers continue to developAdminister supplier registration process and responsible for supply base managementEnsure reliability of supply chain :
Develop market intelligence on existing and potential suppliersSource and prequalify suppliers in liaison with business stakeholdersMaintain a database of competent and qualified suppliersEnsure suppliers are able to meet performance specifications / SLAsEvaluate and manage supply risk, put in place robust contingency plans to ensure supply continuity
About You
Degree holder with professional qualification in Procurement, Supply Chain, Business Administration or related disciplinesMinimum 8-10 years of procurement experience (essential)Good knowledge of category management in one of more of the categories including but not limited to corporate services, marketing and branding services, event promotions, management consultancy and professional service contracts(Essential)Capable of negotiation; self-motivated with mature business acumen (essential)Familiar with e-Procurement system development and operation (essential)Possess high level of integrity, work ethics and good moral values (essential)Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties. (preferable)Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plusTerms of Employment
